A rucksack cover is a useful first upgrade when you already own a comfortable work bag. It reduces direct rain and road spray reaching the outer fabric and zipped pockets. Choose the cover with the bag packed as you actually ride: a lunch box, jacket and shoes can change its shape considerably. A cover that fits an empty bag may struggle to reach around those additions.
For cycling, retention deserves as much attention as waterproof fabric. A secure cover should stay in place as you lean forward, turn your shoulders and ride into wind. The harness side normally remains partly open, so an outer cover is not a sealed waterproof container. Put clothing or sensitive belongings inside an appropriate liner as well when the consequences of a leak would be inconvenient.
