What matters in the UK
The EAPC power and assistance limits still apply to legal cargo e-bikes. More than two wheels are permitted, but a high payload claim does not prove that a particular passenger setup is approved.
For ordinary public-road treatment in Great Britain, confirm usable pedals, no more than 250W continuous rated motor power and assistance that cuts out by 15.5mph. A category name, peak-power claim or selectable speed limit is not proof of compliance.

Children as passengers
The frame, rack, seating, handholds and foot protection must all be approved for the intended passenger. Helmet and school-route choices remain a parent or carer decision.
Hills and starts
A low mechanical gear and controlled motor response matter when restarting with a load. Torque figures measured at different parts of a drivetrain are not directly interchangeable.
Braking and tyres
Total mass increases stopping demands and tyre wear. Check rotor, pad and tyre condition frequently and learn the loaded stopping distance away from traffic.
Parking and servicing
A longtail or box bike needs a suitable stand, secure anchor and enough access for repairs. Confirm who can diagnose the electrical system and move the bike if it cannot be ridden.
